New Delhi: The gathering was hosted by the Democratic student Discussion forum at Delhi University, under the theme of “Criminalizing Political Beliefs: Black Laws & Political Prisoners ”.

We should at least realize that the issue of political prisoners raises questions of immense ethical and social significance in front of the nation. How can a democratic state imprison thousands of its citizens solely on the basis of their political beliefs and actions, or for just trying to live in dignity and peace?  Recently we saw the conviction of cases in Dhaar Madhya Pardesh, Prof. G.N. Saibaba and four others by Gadchiroli court for their political beliefs .
Gautam Navlakha of People's Union for Democratic Rights (PUDR)  pointed out that the Saibaba judgement reveals how the UAPA is a weapon that allows the government to enter into a conspiracy against those who dissent or have political opinions against it. we try to understand what need to make this type of black laws by government. The banning of organisations, proscribing their literature, punishing the membership of banned organisations ensures that information about the war the state is waging against its own people in different parts of India – in Kashmir, Manipur or Chhattisgarh – is suppressed under the guise of  penalising “terrorist acts” and “terrorist organisations”, he stated. Navlakha also showed how the vast swathe of offences named in the UAPA, and the modus operandi prescribed by it, fell afoul of fundamental rights guaranteed by the Constitution.

Atrocities committed against Dalits of village Balu, Dist Kaithal,Haryana -NCHRO Fact Finding Report PDF Print E-mail

altOn 5th may 2017, a team of human rights organization NCHRO from Delhi visited the dalit basti of village Balu. Its purpose was to investigate the ground reality of the incident of dalit oppression that was committed on May Day. Team remained in Gadra patti of village Balu between 12 noon and 3 pm. The team members of human rights organization NCHRO consisted of President of Delhi Unit Mrs Ashok Kumari, member Khalid, member Ansar Indori. Besides them, President of Jan Sanghrash Manch Com. Phool singh, Sh Ajay Swami and Jagwinder of Naujwan Bharat Sabha, independent journalist Raj Kumar Taraksheel, Dilsher Mandi and Advocate Rajesh kapro also participated in the investigation.

Team members visited the Dalit basti. They talked to victim families. They made audio and videos of eye witnesses. They talked with police personnel present there regarding security arrangements of dalit basti. They also investigated from police officers regarding steps taken against the perpetuators of this heinous crime of dalit oppression. Investigating officer Mr. Satish Gautam DSP, SHO PS kalayat and police personnel in civil dress accompanied the team during the whole proceeding of inspecting the site and talking with people. Eyewitnesses presented their views to the team right in front of police officers. Team members tried to contact accused sarpanch Ramesh Kumar to know about his version of the incident but he did not turn up before the team members. Team members also met Sanjeev and Sandeep admitted in Civil Hospital kaithal who were injured in this incident.

altOn 19/02/2017 riots took place at village Partur, District Jalna in the celebration procession of the “Shivaji Maharaj Jayanti” (Shivjayanti). On the said incidence the NCHRO had constituted a Fact Finding Team, (hereinafter for the sake of brevity it is called as “Said Team”). The the respected members of said Team are Mr. Mohammad Abid Ali member of NCHRO, Adv. Mr. Mahendrakumar Vedekar member of Indian Lawyer’s Association Partur, Mr. Sayed Kalim District President Popular Front of India Aurangabad, Mr. Govind Shripal Hiwale from Partur, Mr. Shaikh Abdul Quddus President of Mulnivasi Rastriya Bahujan Karmachari Sangh Jalna, Adv. Mr. Sanjay Khanpate Member of Indian Lawyer’s Association Partur, Mr. Hemant Pahade member of Bharat Mukti Morcha & Social Activist.

The said Team members have visited the spots and also took interviews of various victims as well as Government officials like, Police Officials, Tahasildar and District Collector and after the going details and studying the facts, the respected Team members have come to the conclusion as mentioned in this Fact Finding Report.
