altBengaluru: The National Confederation of Human Rights Organizations (NCHRO) held its Biennial General Assembly-2017 on Sunday, May 21, at the SCMI House, Bengaluru.

Apart from office bearers of national and state NCHRO chapters, executive council members and special invitees attended the General Assembly.

Agenda
Adv. Muhammad Yusuf, the national secretary welcomed the delegates. Prof A Marx chaired the sessions. The assembly discussed in detail the current human rights situation in the country and the delegates expressed their anguish in the increase in vigilantism and violence in the name of cow. They observed that in most of states the authorities work hand in glove with violent groups and do not take punitive legal action against the mobs that attack Dalits or Muslims on one excuse or other. There is pall of fear and silence throughout the country which calls for better coordination among rights bodies and secular groups.
The house also discussed and approved the 2017 – 2019 strategic plans and finalized state level programmes of 20th Anniversary of the Confederation.

Another item on the agenda was the two day international human rights conference scheduled on Oct 28, 29 at New Delhi. Prof P Koya the general  secretary briefed the delegates about the preliminary steps taken in this regard. An office was identified at Bhogal in Jangpura near Nizamudheen to coordinate the activities and Mr. Ansar Indori with the help of office bearers of Delhi Chapter will collect information about the human rights organizations and activists to be invited for the conference. The house approved of programmes chalked out in the meeting of the office bearers held at Calicut on 29-Oct-2016 and 14-04-2017.

Reports
Muhammed Janib the adhoc  national coordinator presented the national report. Other state chapters also presented their reports. The general assembly reviewed the reports and there was a constructive discussion over the reports. The general assembly adopted a list of issues that need immediate attention such as:-
1.    Atrocities against human rights defenders.
2     Promote Effective Protection by Rule of Law.
3.    Harassment and intimidation of lawyers are against the constitutional rights.
4.    Encounter Killings: The Immunity of the Police and their impunity. 
5     Legal assistance to victim families and strengthen the cases.
6.    Cow vigilantism - a convenient cloak for  ‘violence, brutality, murder and lawlessness’

Budget:-
At the outset of the assembly, Prof. Koya, NCHRO General Secretary presented the budget and underscored the fact that NCHRO does not accept  any financial help either from the government bodies or suspicious NGOs and appealed to the members to make contribution from their pockets. The general assembly members responded positive by writing their one-time donation. State chapters were also agreed to contribute.

Closing Remarks:-
Prof A Marx, who was elected to continue as   Chairperson, thanked delegates for their commitment, and said that we witnessed  appalling disrespect for the protection of fundamental human rights during the reporting period, but despite challenges NCHRO would  continue its fight against human rights violations and abuses and the need for accountability and justice. Mr Reny Ayline the national secretary proposed the vote of thanks.
The General Assembly concluded on the afternoon followed by the NCHRO 20th Anniversary - Inaugural Seminar themed “Terror Laws and Their Implications”. The programme was inaugurated by Former Supreme Court Justice N Santosh Hegde.
